On Thursday afternoon, the Justice Department unsealed an indictment charging Anna Gabrielian—a Maryland doctor—and her husband, Jamie Lee Henry—a major in the U.S. Army—with conspiracy and for the disclosure of the confidential health information of Americans associated with the United States government and military to Russia in connection with its war against Ukraine.

According to the indictment, Gabrielian and Henry met numerous times with an FBI undercover agent who they believed to be working for the Russian government. In their communications with the undercover agent, Gabrielian and Henry allegedly offered to disclose private medical records of individuals associated with the U.S. Army and “Medical Institution 1”—an anonymized medical facility located in Baltimore, Maryland where Gabrielian worked as an anesthesiologist—to Russia for “exploitation.”

Gabrielian allegedly told the undercover agent that her motivation to disclose the confidential health records was “her patriotism toward Russia to provide any assistance she could to Russia, even if it meant being fired or going to jail.” Henry also justified his assistance to Russia, allegedly telling the undercover agent that “the way I am viewing what is going on in Ukraine now, is that the United States is using Ukrainians as a proxy for their own hatred toward Russia.”
