Making NPPD Operational -- Converging Cyber and Physical

Form should follow function. As we noted late last year, in the context of infrastructure protection this means that the organzation of the National Protection and Programs Directorate (NPPD) of DHS should reflect how its mission actually works. And that, in turn, means that NPPD should take a more operational (and perhaps less policy-heavy) role in cyber protection of government and civilian networks and, as well, that its cyber protective functions should merge with its physical protection functions, just as the two threat streams are slowly merging.

NPPD has now sent an integration proposal to the Hill (a copy is below) where it should, in my judgement, receive favorable consideration.
