President Obama delivered a major policy address this afternoon---and the White House released an accompanying policy directive---in response to the recommendations of his surveillance review group, the Snowden revelations, and the broader NSA controversies. He announced limited reforms to NSA's surveillance activities, defended the larger role and activities of the intelligence community, and offered limited privacy protections to non-Americans overseas. Lawfare convened a roundtable by phone to discuss the president's highly-anticipated speech.
