Just a quick note to draw attention to an interesting debate under way between Charlie Savage of the New York Times (and author of Power Wars) and Steve Griffin of Tulane (and author of Long Wars and the Constitution) regarding the extent to which various administrations have actually denied the constitutionality of the War Powers Resolution, particularly its 60-day clock. Steve has a post here taking issue with how Charlie treated the issue in Power Wars. Now Charlie has posted a detailed reply on his own blog, here.
