Document: Sen. Tim Kaine Presses the Pentagon on the Legal Definition of Collective Self-Defense

Sen. Tim Kaine has released a letter he sent to the Pentagon on Oct. 2 requesting further clarification on the Department of Defense's legal understanding of collective self-defense under international law. Specifically, Sen. Kaine raised concerns about the department's claim in an earlier letter—included in part here—that collective self-defense can be used to defend foreign partners against groups not covered by the 2001 AUMF or any other a congressional authorization for the use of force.
