Tommy Ross is a senior associate at the Center for Strategic and International Studies and a member of the Expert Working Group of the American Bar Association Center for Human Rights project on the Legal Framework Regulating Proxy Warfare. He served as deputy aAssistant secretary of defense for security cooperation at the Pentagon and was the senior defense and intelligence adviser to Senate Majority Leader Harry Reid. He has also held other senior positions in the House and Senate.
