Gregory Kulacki is the China Project Manager at the Union of Concerned Scientists (UCS) and an expert on cross-cultural communication between the United States and China. Since joining UCS in 2002, he has promoted dialogue between experts from both countries on nuclear arms control and space security and has consulted with Chinese and U.S. governmental and non-governmental organizations. He is fluent in Mandarin Chinese and has lived and worked in China for more than 20 years.

The Flawed Approach to China in the Trump Administration’s Nuclear Posture Review

The Trump administration’s Nuclear Posture Review (NPR) describes China as a hostile great power pursuing “assertive military initiatives” and new “ways and means to counter U.S. conventional military capabilities.” It says these pursuits are “a major challenge to U.S. interests in Asia” that “increase the potential for military confrontation with the United States and its allies and partners.” The document claims to have prepared a new nuclear strategy specially tailored for such a confrontation.
