As Russia escalates its efforts to destabilize Ukraine, it has increased tensions and put the region on heightened alert by illegally closing portions of the Black Sea to all foreign warships and other state vessels.
Lt. Cmdr. Cynthia J. Parmley, JAGC, U.S. Navy, is currently the Navy Military Professor at the Stockton Center for International Law, U.S. Naval War College. Previously she was chief, operational law, at U.S. Special Operations Command Europe in Stuttgart, Germany, and served tours in Bahrain and Guantanamo Bay. Prior to the Navy she worked at the U.S. Department of State in Libreville, Gabon, and in Washington, D.C. Parmley holds a bachelor’s degree in peace and conflict studies with high distinction from University of California, Berkeley; a diplôme d’échange from Sciences Po Paris; and a master’s degree in international affairs and a juris doctor from George Washington University.
