The British government neglected to investigate whether Russia interfered in the 2016 Brexit referendum, according to a report released on July 21 by the U.K. parliament’s Intelligence and Security Committee.

The committee, which performs oversight of Britain’s intelligence agencies, accused the British government of “actively avoiding” looking into evidence of Russian meddling. The report’s authors examined Russia’s possible involvement in amplifying division surrounding the Brexit referendum as well as the 2014 referendum on Scottish independence. Notably, the report did not attempt to measure the success of these alleged efforts, noting that “the impact of any such attempts would be difficult—if not impossible—to assess.”

The release of the Russia report comes almost 18 months after the conclusion of the inquiry by the Intelligence and Security Committee.
