The House Armed Services Committee was hard at work marking up the National Defense Authorization Act for the upcoming fiscal year. We have a transcript of the debate over Democratic Congressman Adam Smith’s amendment to the bill on Wednesday. It would have significantly departed from recent practice, by allowing GTMO detainees to be transferred to facilities in the United States—but was defeated 23-38.
Five Democrats voted against the amendment, alongside all of the Republican committee members who were present.
